Keeping Hawai'i Strong 2024 Legislative Highlights

Strengthening Kaua'i

$190 million in capital investments in our communities for our housing projects, schools, roads, bridges, marina, hospitals, parks, harbors, airport, correctional center, reservoirs, water systems and cemeteries. Also, over $2 million in grants to Easterseals Hawai`i, Kaua`i Habitat for Humanity, Halawai `Ohana o Hanalei, Hui Maka`āinana o Makana, Kapa`a Business Association, Inc., Kaua`i, Economic Opportunity, Inc., Kaua`i Food Bank, Inc., Kaua`i Humane Society, Kaua`i Philippine Cultural Center, Kaua`i Planning & Action Alliance, Inc. and funding to the Kekaha Agricultural Association for a post-harvest processing center.

Responding to the Housing Crisis

This year, funding was provided for up to 114 units at the Kapa`a Public Housing, additional funding for the rental housing revolving fund, State Rental Supplement Program, Homeless Programs, and the Native American Housing assistance as well as significant infrastructure projects that will help support expanded housing creation, including water system expansions in Līhu`e and Kapa`a.

Keeping Kaua‘i, Kaua‘i

Additional biosecurity positions to stop the influx of invasive species and funding for Lehua Island upgrades and dangerous metal removal. Funding for
improvements to Nā Pali-Kona Forest Reserve, Koke’e Baseyard, Koke`e State Park road and parking improvements, Waimea Canyon lookouts, Polihale State Park improvements to the roads, comfort stations, pavilions and cultural and environmental resource security, Captain Cook Memorial Park repairs to the walls, fencing and tennis courts and Kaua`i Department of Water plans and design for environmental reviews.

Increasing Critical Health Services

Additional funding specifically for Kaua`i mental health services, and Aging Partnerships. Additional funding statewide for Home & Community Based Services, Applied Behavioral Analysis for children with autism, mental health services for child and adolescents, emergency medical services, early intervention services with infants and toddlers, to increase speech pathology services, mobile treatment clinics and homeless programs. Extensive funding was also set aside for health care facilities, which includes Wilcox, Ohana Pacific, Samuel Mahelona for clinic renovation, emergency department expansion, infrastructure master plan and a new psychiatric unit, and Kaua`i Veterans Memorial for emergency operating room upgrades and renovation.

Expanding Educational Opportunities

Additional funding for the Community College Hawai`i Promise Scholarship Program, for more educational assistants and vice principals, for Advance Placement (AP) Courses & Exams, to improve middle school education, for summer learning hubs, and work readiness programs. Substantial funding was included for improvements for Kapa`a Elementary School Gym, King Kaumuali`i Parking, Kekaha Elementary School Play Court, Kawaikini New Century Public Charter School Classroom & Performance Area, Waimea High School Basketball Court resurfacing, Kapa`a High School Upgrade to the Gym, Track and Field, Kaua`i Community College for Staff/Student Housing study and funding for a temporary library in Princeville.
